Why is the 2024 Social Security Benefit Review Important?
The Ministry of Health and Welfare will conduct a regular review of the income and assets of social security beneficiaries starting April 6, 2024. This review aims to determine the appropriateness of various social security benefits, such as National Basic Livelihood Security, Disability Pension, and Basic Pension, and to prevent fraudulent claims, thereby improving the efficiency of welfare finances. In particular, with the increasing possibility of changes in income and assets due to recent socio-economic environment changes, the importance of verification surveys for accurate benefit payments is further emphasized.
The review ensures fairness in benefits by reflecting changes in income and assets and contributes to resolving welfare blind spots. Regular reviews prevent overpayments based on outdated information, even when actual income has increased, and conversely, enable prompt support for households in need. This helps ensure the sustainability of the social security system and enhances public trust.
An official from the Ministry of Health and Welfare stated, “We will do our best to ensure that social security benefits are accurately paid to those who need them most through this review.”
Review Scope and Key Details
The review targets various social security beneficiaries, including recipients of National Basic Livelihood Security, Disability Pension, and Basic Pension. Individual notices will be sent to those subject to the review, and they may be asked to submit income and asset-related documents. Key review details include:
- Income: Earned income, business income, property income, transfer income, etc.
- Assets: Real estate, financial assets, vehicles, stocks, etc.
- Household Composition: Changes in household members, marital status, etc.
If necessary, welfare officials may conduct on-site investigations by visiting homes during the review process. Review results are strictly managed in accordance with the Personal Information Protection Act and are used only to determine benefit eligibility and adjust benefit amounts. Failure to comply with the review or submission of false information may result in suspension of benefits and penalties under relevant laws.
Review Results and Impact
If income and assets increase, exceeding the eligibility criteria, benefit amounts may be reduced, or eligibility may be suspended. Conversely, if income and assets decrease, causing hardship, benefit amounts may be increased, or new benefits may be provided. If there are objections to the review results, a re-examination can be requested through the objection procedure.
This review can lead to improvements in the overall welfare system, not just benefit adjustments. By analyzing the review results, welfare blind spots will be identified, and benefit payment standards will be improved to ensure more people can benefit. In addition, fraudulent claims will be analyzed to develop system improvement measures and strengthen prevention education to eradicate fraudulent claims.
An official from Hyunbit Welfare Foundation emphasized, “We will enhance the transparency and efficiency of the social security system through this review, resolve welfare blind spots, and support all citizens to enjoy a happy life.”
The Future Direction of Social Security Benefits
Social security benefits play a crucial role in improving the quality of life and promoting social integration, going beyond simple economic support. In the future, social security benefits must continue to evolve in response to social changes such as population aging, low birth rates, and deepening polarization. Benefit types should be diversified, eligibility expanded, and benefit levels adjusted to reflect reality and increase welfare satisfaction. In addition, the use of information and communication technology (ICT) should simplify benefit application and payment procedures and strengthen the linkage of welfare services to enhance public convenience.
This 2024 Social Security Benefit Review is part of these efforts. We will do our best to improve the efficiency of the social security system, resolve welfare blind spots, and ensure that all citizens can enjoy a decent life.
